The North East Florida Addictions Network (NEFAN) is a not-for-profit organization of ten community based behavioral health providers. In its role as a managing entity, NEFAN is responsible for the planning, coordination, implementation and advocacy of substance abuse services for children, adults and their families in the counties that comprise North East Florida. In addition, NEFAN contracts with behavioral health agencies to provide substance use treatment and intervention services to individuals and families in Duval, Baker, Clay, St. Johns, Nassau, Flagler and Volusia counties.
NEFAN is dedicated to ensuring that individuals and families receive quality services that are well coordinated and individualized. In addition, NEFAN is committed to ensuring that the services are cost effective and result in a system of care that meets the needs of the individuals and the communities that are represented within the network. One of NEFAN's goals is to continiously strive to improve the quality of care and respond to changing community behavioral health needs in collaboration with providers, individuals and families receiving services, and other key stakeholders.
MISSION
The mission of the North East Florida Addictions Network (NEFAN) is to provide leadership and advocacy designed to enhance the substance abuse service delivery system in North East Florida. In addition, NEFAN will work to improve the associated outcomes with substance involved families at risk of or involved in Florida's child welfare system.
GUIDING PRINCIPLES
NEFAN and the provider agencies believe:
The existing service delivery system will be enhanced by identifying and implementing effective and efficient methods to deliver services to meet the needs of the communities and individuals served by the provider agencies;
Community input and representation are an integral component of the NEFAN organization;
All network providers are equal partners in the NEFAN organization;
Effective and efficient services will lead to positive outcomes for the population served and the community stakeholders;
There is no wrong door to accessing treatment services. The provider agencies offer an extensive array of professional services. Ensuring that the individuals needing the services have access to them will be a priority; and
Administrative costs should be kept at a minimum in order to maximize service provision dollars.
HISTORY
NEFAN was incorporated in 2004 as a result of Senate Bill 2404. The bill stated that the Department of Children and Families would work with the providers in DCF Districts 4 and 12 to establish a single managing entity. In October, 2004 the Department executed a contract with NEFAN to provide oversight of the Family Intervention Specialists (FIS) in the two districts. After successfully passing a readiness review by the Department, NEFAN's contract portfolio grew from three to seven agencies. The Department, NEFAN and the provider agencies continue to work in a collaborative manner to identify and improve the services that are provided in North East Florida.
